IBus engines aren't listed on non-Unity desktops

Bug Description

The list of IBus engines is loaded only when org.gnome.Shell appears on the session bus, but some desktops don't own that name, so it isn't possible to add an IBus input source in the Text Entry panel. It was fixed in upstream gnome-control-center with commit e0260ac5de221e0829085467ff0305b72fd8e854.
