Slider minimum-volume icons differ in System Settings vs. Sound menu

Bug Description

Ubuntu 14.10 r264

1. Navigate to System Settings > "Sound", and look at the left end of the volume slider.
2. Open the Sound menu, and look at the left end of the volume slider.

What you see:
1. A volume icon with one wave filled in. (image://theme/audio-volume-low)
2. A volume icon with no waves filled in. (image://theme/audio-volume-low-zero)

What you should see: The same zero-wave icon for both sliders.
