[FFe] package nose-json plugin

Bug Description

nose-json enables to produce json output format for nosetests instead of xml one.
That enable easier and more modern parsing on 3rd party tool.

nose-json will be available in 2 flavors (python2, and python3), it's a simple couple of files which don't impact anything if not installed.

Do you plan on having anything depend on this?

If so, how have you tested that?

We usually say that approvals for NEW packages are fine as long as you've got an archive admin who agrees to do the review, so please could you line one up.

I plan to ping seb on it tomrrow.

I'll have my ubuntu-developer-tools-center tests using it, to produce json reports of test results. I've already have it in my ppa for trusty and tried on utopic (even distro-patch for avoiding it for failing with regular options).
