Disabled menu items in header overflow don't look disabled

Bug Description

If there is a disabled menu item in the header overflow menu, it will appear as if it was enabled but clicking on it will have no effect. Disabled items should be greyed out or have some visual clue that they are disabled.

(Bug confirmed by Tim, stating the code to handle this case hasn't been implemented by mistake)
