Can't power off nodes that are in Ready state but on

I think we should separate the power actions, into their own section.

Renaming the current "start" to "provision" or "deploy" and "stop" to "destroy".

This will allow the ability to independently power a node on and off. Of-course they should not be allow to be used, until the node is in a deployed state.

Deploy and Destroy could be nice additions, however we should still keep
the ability to be power to power on and power off systems. Right Noe start
does power on while stop does power off. Deploy would do acquire+power on.
