Leaking temporary directories

Bug Description

I left a recent trunk package running for a few days, and found that my /tmp was full of temp dirs containing files “maas.ubuntu.com-images-ephemeral-v2-releases.gpg”.

The directories appear to have been written by write_all_keyrings. I don't see any way for them to be cleaned up: the directory gets created, and effectively, forgotten immediately.

I put a potential fix up for review. Blake, please have a look if it seems like a correct solution, or whether perhaps I misjudged the useful lifetime of those key files.
