Language list has inconsistent capitalization

Bug Description

In the Languages & Text section the language list has some languages names capitalized and some others all in lowercase. They should all be properly capitalized.

That list comes from "icu" and is indeed inconstitate, we can probably force an upercase for the first letter though

Oh, come on! Didn’t you imagine all those languages have different grammar rules? FYI, sometimes capitalizing those labels is WRONG. And you’ll never figure the correct casing with programming.

Deal with the apparent “inconsistency” and revert this.

@Adolfo, the rules apply when using in text, not when doing an enumeration like that. Do you have a specific concern there/case where the change results in a buggy string? changing e.g "français" to "Français" does look better (speaking as a french there)
