/etc/init.d/nbd-server doesn't reload.

Bug Description

Since Saucy, nbd-server has supported a standard reload of configuration data via SIGHUP. /etc/init.d/nbd-server does not support "reload" and implements "force-reload" by restarting the server. This kills all connections.

I modified /etc/init.d/nbd-server enough to support a proper "reload". (I left "force-reload" alone.)

(I was tempted to add support for /etc/default/nbd-server.)
