Bug Description

I have a work item to land bcache-tools in Utopic, which is currently a Debian ITP (https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=708132).

To do this my team is working on a functional test plan, and we have some test hardware on which we have been exercising bcache.

We have hit a number of issues that has caused some delay. We think these are not bcache-specific, but nevertheless they have held up our bcache testing.

I'm now not sure if we'll be able to have a bcache upload ready in time for feature freeze, since we are having difficulty functionally testing it. I could upload what we have right now, but I'd rather upload something that has had some testing. I'd also prefer to see a Debian upload followed by a sync to Utopic if we can, or at least to upload to Utopic what is already in Debian NEW.

So rather than rushing it in, I'd like a feature freeze exception approved please.

This is a new package, with no reverse dependencies. We don't have any intention to seed bcache-tools this cycle. Hence there should be no regression risk.
