db_maxconn config parameter doesn't work

Bug Description
In the conf file, db_maxconn is supposed to limit the number of postgresql connections.
In the facts, this doesn't work.
When db_maxconn is reached, openerp server removes an iddle connection from its list without closing it, which makes the connection remains open and unused until server stops.
Bug tested in latest v7 revision (5307), ocb v7 (5342) and in v6.1 (pretty old revision)
