Bug Description

I'm trying this with 1.19.2:

image metadata files have been written to:
/home/andreas/.juju/images/streams/v1.
For Juju to use this metadata, the files need to be put into the
image metadata search path. There are 2 options:

1. Use the --metadata-source parameter when bootstrapping:
   juju bootstrap --metadata-source /home/andreas/.juju

2. Use image-metadata-url in $JUJU_HOME/environments.yaml
Configure a http server to serve the contents of
/home/andreas/.juju
and set the value of image-metadata-url accordingly.

The same exact set of commands worked with 1.18.3, and I can bootstrap 1.18.3 when using these metadata files produced by 1.19.2.

This looks like it's caused by the environment already existing and/or running. A destroy-environment would be required to delete the environment and remove any config. If the environment is not running, just remove the jenv file from ~/.juju/environments. If juju sees this jenv file exists when bootstrapping, it will attempt to open the environment and will only look at existing metadata for tools/images.

I can confirm the bug, I'm just having the vary same error in the same way, no environments, then the "index file has no data for cloud" error.

I'm using --metadata-source as well, if I don't use it, add --upload-tools or any combination between them, the result is the same.

I've tried to upload the files manually using swift, that changes a bit the debug messages as some missing files are found in the bucket but the endidng error is the same.

I had a lot of trouble reproducing this but finally figured it out - on bootstrap, a constraints validator is constructed in order to be able to check that any supplied constraints are valid. Part of this is to determine all valid architectures. It does this by querying for all available images and seeing what architectures are supported. But in that case where the image metadata is to *only* come from --metadata-source, this is not included in the search, so bootstrap complains that no image metadata can be found and the process aborts.

I thought "generate-metadata" in 1.18 always defaulted to putting the data
into ~/.juju, but in 1.19 it expects you to give a directory, which you
would then pass into bootstrap with the --metadata-source flag.

So is it just that you need to supply a different directory?

The issue is that bootstrap now needs access to the image metadata earlier in
the workflow in order to be able to validate that the constraints are valid (in
particular arch). In the case where --metadata-source was specified, the new
image metadata was not being uploaded in time. The fix was to change the
bootstrap workflow slightly.
