Is it safe to backport this vanilla gnome-control-center 3.8 packages to Ubuntu 14.04 (Trusty)?
We have several computers with both desktop environments (Unity and GNOME Shell) installed - some users prefer GNOME, some - Unity.

Another question - why you packaged gnome-control-center 3.8 not, latest - 3.10 or 3.12 versions? Ubuntu 14.04 and 14.10 currently has GNOME 3.10, not 3.8

There is a request, reported 6 months ago, for updating gnome-control-center to version 3.10, see bug #1250868

Mantas, this package is on ppa:gnome3-team/gnome3 trusty PPA. It is probably also could be a candidate for trusty-backports if someone files a request via the instructions at: https://wiki.ubuntu.com/UbuntuBackports

Both trusty and utopic are currently stuck on gnome-desktop 3.8, which was what blocked the update for gnome-control-center. For utopic we hope to skip straight to 3.12, but there are a few core libraries that need updating first.
