rabbitmq fails to change permissions when mounting rbd volume

Bug Description
When the rabbitmq-server charm relates to ceph, it may create and mount an rbd volume. When that happens, the volume is mounted with root:root permissions thus making rabbitmq ( which uses rabbitmq:rabbitmq ) unable to access/modify the RABBIT_DIR ( currently /var/lib/rabbitmq ) folder. This is making any further rabbitmqctl operations fail.
