Bug Description

When creating a relationship between rabbitmq-server and ceph, the relation fails due to an extra parameter in ceph.ensure_ceph_storage ( rbd_pool_replicas=rbd_pool_rep_count ). The version of charmhelpers that is included with rabbitmq-server charm doesn't have that parameter ( nor uses it ).
