Bug Description
On trunk, I cannot run all of the provider/openstack tests on my machine. A bunch of them run (and pass), but then the tests get stuck and keep printing out:
Accept error: accept tcp 127.0.0.1:<port>: too many open files; retrying in <some amount of time>
I didn't get very far in diagnosing, but it appears that connections to the test double are being left open. If you can't reproduce the error, it's trivial at least to see that the number of file descriptors continues to grow as the tests are run.
