Fast path installer is not the default

Bug Description

MAAS requires someone to know that the fast-path installer is available and works. For Ubuntu certifications and installs, the fast-path should be a requirement, and therefor it can be the default.

I suggest we just change the Add Node form to set up the fpi tag.

Why do we need a tag if it's the default?

It's an implementation detail really; we'd just default to setting it for newly created nodes. We don't have a way to know if someone has just gone with the default installer or deliberately chosen it, so switching across the board is risky. If that's what's wanted though, we can add a one-off migration to update pre-existing nodes.
