Line 75 of ovs-ctl:
    if test -e /sys/module/brcompat_mod || -e /sys/module/brcompat; then

So for some reason your system is not executing this bash script correctly. The -proposed modification does not change this script so I don't believe this regression is caused by that change. Are you able to reproduce this issue with a clean install (or in another environment?).
