Causes pepperflashplugin-nonfree to be installed

Bug Description

Installing chromium-browser from universe shouldn't install a non-free package from multiverse.

Two reasons

  - Laney's: I don't want free software installing non-free software.
  - infinity's: Enabling/disabling components shouldn't cause different sets of stuff to be installed.

Also AFAICS kylin doesn't build with multiverse, so this won't work there anyway.
