After removing all the users locations, the sheet to add a new location has text that is hard to read

Bug Description

Currently when the user removes all the locations under the "World" heading by swiping to delete and then confirms the settings, the user is greeted with a sheet with white text that is hard to read. This differs from the sheet's text color when the user first starts the app and needs to set a current location.

To reproduce:
1. With at least 1 city/location added to the app, click "Edit" from the toolbar
2. Swipe to delete all cities/locations listed under "World"
3. Hit the "confirm" button
4. Note that the screen you are greeted with contains hard to read text that is white in color against the light gray background (see screenshot1.png)

Expected results: The sheet displayed in step #4 should have a readable color and preferably the same color as the sheet that greets the user when they start the app from the empty state (see screenshot2.png).
