Bug Description

REST API doesn't check if there is any user already existing with same e-mail ID and as a result it allows creation of multiple users with same e-mail ID. But this is throwing a "KeyError" when a user list view is rendered.

This is solved by adding additional check before saving in users.py

We've decided to remove this section of the interface since it didn't make a whole lot of sense to create users in this way, so I'm going to close this bug.
