Bug Description
[Impact]
We need to have the ability of disabling punc module on the fly to fulfill the requirement of Sogou pinyin support, which is a cooperation project with other company, thus we intend to SRU fcitx with a minor patch that's already accepted upstream and landed in Trusty.
[Test Case]
There isn't obvious test case that can be noticed by normal end user, but this patch gives the possibility of an input method engine module to disable punc.
[Regression Potential]
No obvious potential regression.
