For debugging purposes, add a --no-reboot option to s-i-cli

Bug Description

It would be nice to be able to run a full command line update doing everything short of issuing the reboot. Then a subsequent run of s-i-cli without --no-reboot would use the cached files and perform the reboot/recovery step.
