Bug Description
There is an issue with persistent chat spam data causing immediate kicks and long bans.
Steps to reproduce:
1. Join with a client and get kicked for spamming too much. This results in a 5 minute ban.
2. On the server, unban the client (UNBAN_IP 127.0.0.1).
3. Re-join the server and send one chat message. This results in a ~1159 minute ban.
Expected result:
The client shouldn't be banned again for sending one chat message.
