Bug Description

The ubuntu cloud swift packages are missing a swift-container-sync upstart configuration (/etc/init/swift-container-sync.conf) and /etc/init.d/swift-container-sync wrapper. This causes any recipes or cookbooks expecting to be able to make service calls to swift-container-sync to fail.
