Bug Description

Cross compiled and copied to N4.

./integration-tests --gtest_filter=AndroidGPUDisplay.hwc_display_ok_with_gles --gtest_repeat=2

Gives a core:

Note this passes on the first iteration and cores on the second.

It isn't solved by "powerd-cli active&"

1) I think running with gtest_repeat=2 is unrelated to the CI failure. The drivers don't really like to be torn down and set up again quickly in the same process (from what I can remember... the galaxy nexus really cannot handle this)
2) I think this bug is unrelated to bug 1239955. bug 1239955 seems to have to do more with power state, this strikes me as something else
