Bug Description

Follow a link someone gives you on IRC, or in e-mail, or whatever, to a page showing a bug in a particular site, e.g. <https://launchpad.ubuntu.com/products/launchpad/+bugs/1235>. Now try to subscribe someone else to it.

Now try to subscribe someone else to it. You can't. There is no field for adding a subscriber. There isn't even a link to the page that contains a field for adding a subscriber. And there isn't even a link to the page that contains a link to the page that contains a field for adding a subscriber!
