Bug Description

TEST CASE:
1. Go to system-settings
2. Join a network
3. uncheck 'auto-join previous networks'
4. reboot the phone

EXPECTED RESULT
Previous network is not auto-joined

ACTUAL RESULT
Phone is connected to previous network
