Steps to reproduce:
1. Flash the latest daily current to Nexus 4
2. Launch the pre installed Calculator app
3. Launch the web browser app and tap on URL field to bring the OSK
4. Now ssh to the device and kill the browser application e.g. using kill -9
5. Observe that OSK doesn't close after the application closed/killed/crashed.
6. Also observe that if calculator application is not launched and running in background then OSK will disappear on killing the web browser app.

I can confirm with a variant where you don't kill the browser, which is not a "user" way to terminate an application on the phone but instead when in the browser with OSK displayed, reveal the launcher and press the calculator app, OSK should hide but it doesn't.
