second location missing from panel after reboot

Bug Description
I have two locations configured. They both show widget fine. After a reboot, the panel shows a weather icon plus temperature for the first location. For the second location it only shows a weather icon but no temperature. More importantly it is not possible to access the pull down menu including the forecast for the second location. If I remove the second location and then add it again, the panel is correct but again, after rebooting system, the problem is back.
