Format... does nothing

Bug Description

I'm running Nautilus 3.8.2 on Ubuntu 13.10

To see the problem:

1. Insert a removable drive such as a USB flash drive. It will appear in the Nautilus sidebar.
2. Right click the drive and choose Format...
3. Nothing happens.

If you run Nautilus from a terminal, then you'll see this message as this problem occurs:

(gnome-disks:13712): GLib-GIO-CRITICAL **: This application can not open files.

Thanks Adam, that menu item is provided by gnome-disk-utility I think, reassigning there

affects: nautilus (Ubuntu) → gnome-disk-utility (Ubuntu)

This is provided with gnome-disk-utility 3.8. We need to either
1. update gnome-disk-utility (bug 1092719)
2. remove the option from Nautilus (I believe it's a new feature compared to raring anyway)
3. or figure out a way to backport the feature

Format now opens a format dialog but it still doesn't actually work, see bug 1227440.
