MAAS wsgi processes are stuck waiting for a lock which is never released

Bug Description

After installing MAAS 1.4+bzr1551+dfsg-0ubuntu1 on saucy, trying to access the webapp times out.
The /var/log/apache2/error.log contains: http://paste.ubuntu.com/6062343/

Apparently the lock used by src/maasserver/start_up.py:start_up.py has been taken and is never released.

I think this bug is actually still there. The fix seemed to improve things when I tested it but apparently it didn't fix the problem completely.

We removed the dependency on avahi in revision 1828 so I'm closing this bug.
