meta-kde-telepathy needs to be updated to 0.6.3

[Impact]

KDE Telepathy has a new bugfix upstream release, 0.6.3. This release ONLY contains bugfixes, with the following upstream bugs fixed:

KDE Bug #316757: link no more clickable in contacts tooltips.
KDE Bug #318729: telepathy cannot connect to Jabber accounts: ktp-auth-handler(7229) TlsHandler::onCertVerifierFinished: Error verifying TLS certificate: "Cert.Unknown" - "Invalid certificate type"
KDE Bug #319290: "Respond" button on new message notification (when the Telepathy window is not open) doesn't work
KDE Bug #320982: 'Group Chat' tab cuts the translated strings
KDE Bug #321333: Contact list shows tooltips even when it is not the active window
KDE Bug #322194: Enter key not working when filter is applied
KDE Bug #321196: Display current group when moving along with arrow keys

[Test Case]

 1. Run "sudo apt-get update && sudo apt-get upgrade"
 2. Packages that are named "ktp-*" should be listed in the packages list.
 3. ktp-* packages should be upgraded successfully and with no unpacking or installing
    errors thrown.

[Regression Potential]

 * This upstream release has been released into Saucy and so far we haven't seen any
   regression caused by this bugfix upstream release.
 * Regression should be minimal (as it is tested upstream and works in Saucy).

[Other Info]

 * The testing of this package should best be run under KDE as the package itself is
   written and runs best under KDE.

Accepted ktp-accounts-kcm into raring-proposed. The package will build now and be available at http://launchpad.net/ubuntu/+source/ktp-accounts-kcm/0.6.3-0ubuntu0.1 in a few hours, and then in the -proposed repository.

Verification successful for me

I started a new raring system on an ec2 machine and installed kubuntu-desktop. I then upgraded to -proposed packages which included several kde-telepathy packages. They all installed fine and I was then able to run KDE Telepathy's contacts page and set up accounts and connect to them.

raring has seen the end of its life and is no longer receiving any updates. Marking the raring task for this ticket as "Won't Fix".
