Storage API hard-coded to use https

Bug Description

We're now hard-coding https as the protocol for accessing Azure's storage API. Some people may want to use http instead, as we did originally; in which case this should become configurable.

Besides the obvious, there is a particular problem with using http: accessing the API through an http proxy can lead to frequent, spurious authentication errors.
