Bug Description
As a result of #1202285, I also spotted (and is shown in the screenshot) that jobs start *running* when the group did not have all devices allocated.
The entire group needs to wait in "Submitted" until all devices for that group are available, otherwise we will block the devices which start running from doing any other tasks.
