dpkg --purge doesn't remove checkbox-hw-collection.ini

Bug Description

If we run dpkg --purge checkbox-hw-collection, then /etc/checkbox.d/checkbox-hw-collection.ini doesn't get removed. Apparently this needs to be done by a .postrm and there is not one being created for checkbox-hw-collection in debian/rules.
