Blank desktop and panels after login - system crippled

Bug Description

After a full hoary upgrade, I login and my startup items happily load. However,
by desktop background does not (I just get chocolate brown), and the manu panels
are blank and unresponsive. I have to start new programs by switching to a text
console and firing them up from the command line and no applets are available. I
can find no useful logs indicating a problem, but I may not be looking in the
right place.

As per brief discussion with jdub, I tried:

killall gnome-vfs-daemon nautilus gnome-panel

This was partially successful - the desktop was sorted, and two applets loaded
(hide/show desktop and the window switcher). The panels remained unresponsive
however and no other menus or applets appeared.
