Bug Description

Switchboard ignores --open-plug= parameter when running, which makes e.g. clicking settings entries in indicators do nothing.

It should either switch to the specified plug or open the plug in a new window.

At least "switchboard --open-plug system-pantheon-about" does nothing if Switchboard is already running. It works if not.

Your problem was you weren't using the codename

I'm pretty sure I was using the fully qualified codename in the example above.

It basically looks as if switchboard is a 'one-instance' application, and calling that second time just brings the already running one to the front.

^ right, and that is incorrect behavior.

This is definitely confirmed, even on the latest Switchboard using proper plug code names.
