release upgrade tool can not be run

Accepted into quantal-proposed. The package will build now and be available in a few hours in the -proposed repository.

Tested successfully

I installed quantal
pointed update-manager at my server for the meta-release file to say raring is released
ran muon-updater, it notifies of new version upgrade, click on Upgrade nothing happens
enable quantal-proposed, update the system including the new muon-updater
ran muon-updater, it notifies of new version upgrade, click on Upgrade and it successfully runs the version upgrade tool

Waiving the 7 day wait in the interests of having upgrades work on release day. Thanks.

The verification of this Stable Release Update has completed successfully and the package has now been released to -updates.
