Don't show the year if it was this year

Bug Description

In the "modified" column of the list view, we probably shouldn't show the year if it was modified this year. Normally when you tell someone a date like "April 17th", they'll assume that you mean either every year (which doesn't make sense in this context) or this year (which is correct). So showing this year is just extra information.

Should it be this year, or within one year of today? Like, if it's January 3rd today and something was modified on December 29th, do we say December 29, 2012 or December 29?

That's a good point. I think we can safely assume it means "last December" and not December in the future :p
