backport eglibc performance regression fix

Bug Description

glibc-2.17 has a performance regression, which causes one of my workloads to spend a significant amount of cpu time in feraiseexcept. this regression has already been fixed in glibc's git repository (http://repo.or.cz/w/glibc.git/commit/0b57daeb) and it would be great, if this fix could be backported.
