Bug Description
The server doesn't create a .PID file even when manually specifying the location
in the sshd_config -- means that a few applications whine and think its not
running. Reasons for this are unknown - using a vanilla version of Ubuntu Warty
which has only just been fully upgraded to Ubuntu Hoary.

You're not running with -d, are you?
I'd like to see an strace of the server startup. '/etc/init.d/ssh stop; strace sshd_config to them, otherwise the strace will expose your private
-f -o /tmp/ssh.trace -s 4096 /etc/init.d/ssh start' should do. I recommend that
you temporarily create new throwaway host keys first and point the HostKey lines
in /etc/ssh/
host keys.
