Bug Description
From Kapil:
<hazmat> we could slim down charm deb installs considerably
<hazmat> by considering what the active config options are
<hazmat> ie. if stable don't most of the pkgs, if not staging don't need zk, etc
<hazmat> we should also move the download off launchpad and onto a cdn
<hazmat> its quite slow to download from lp
