Local time incorrect when 24 hr format used as system time

Bug Description

Since latest update the time displayed is incorrect when system time is set to 24 hour format. Example is: system time 19:51 is displayed as 01:51

Is that to say this is on purpose? If so, why? It serves no purpose to even show UTC unless that is the time set as system time and is selected in the preferences.

I was able to correct the time zone display by altering the defaults in the config file. However, there is no provision for Daylight Savings Time. This could all be avoided by displaying the local system time rather than trying to calculate the UTC -TZ. One option might be a secondary TZ display that could be set in the config file - but only as an option.
