Bug Description
I have been given a text file wih the mention "UTF-16 encoded". I can't open it in Scratch, shows garbage in nano, opens fine in gedit.
The file in question is attached.

I've only seen the fix in bzr but not in any stable release, so marking "Fix Committed". Please correct me if I'm wrong.
