Dashboards don't respect an action's group

Bug Description
When referring to window actions that have groups set (tab 'security'), the form/graph/kanban view is shown no matter what group the user is in.
This applies to 6.1 as well as to 7.0
Expected result: Only show output for actions which have no groups set or groups the user is a member of.
