Community help wiki lacks direct link to info page/author information

Bug Description

The default theme for pages on the Ubuntu community help wiki (https://help.ubuntu.com/community/) does not display a link to the "Page History" for users who are not logged in. (A link to the page history appears on a bar at the top of the page if the user logs in to the wiki.) The page history contains information about the authorship of each article, and is the only complete record of who has contributed to the page. It is important that this information should be directly accessible by anyone visiting the page, whether they are logged in or not, as a way of acknowledging all of those who have contributed to its writing.

A small link to the Page History should be added to the footer on each page (or similar) to ensure that proper credit can be found by all users.
