Bug Description
On RHEL5 5 or 6 with selinux disabled, getpidcon returns -1 and procenv dies reporting the LSM context.
This patch fixes it, but is likely not the right thing -- not an area I understand.

Confirmed on RHEL5, also affects me now on Debian if I build with either apparmor or selinux or both but nothing enabled in the kernel. I'm working on a slightly different fix for this now to fix this error for both and allow both to be checked at run-time.
