Bug Description
The branch that implemented the tax update for l10n_nl did not take into account that the therp-backports already include the fiscal positions for l10n_nl.
Installing the Dutch chart of accounts from therp-backports now gives ValueError: No such external ID currently defined in the system: l10n_nl.btw_19
