Bug Description

This bug represents the need for a simple compile/link/run test for the development libraries of cairo package.

The attached patch introduces such test, it creates a tiny C application that uses libcairo, builds it and runs.

I verified this by building the source with the patch applied and running it in a VM.

Please add a changelog entry and an XS-Testsuite: autopkgtest package header.
