Resizeinfo Plug-in: "Show Resize Info for all windows" option has to be enabled for the plug-in to work correctly

[Problem]

This option is for showing Resize Info "for all windows" as opposed to "just for windows with a resize increment of greater than 1".
Unfortunately this option is disabled by default, but the size-increment-larger-than-1 check seems to be broken, so if the Plug-in is enabled, no Resize Info is shown at all by default.

[Test Case]

1. Open CCSM
2. Enable Resize Info
3. Make sure "Show Resize Info for all windows" is disabled (current default)
3. Resize the open CCSM window

What should happen:
A popup with resize information should be displayed in the middle of the window you are resizing.

What happens:
Nothing that did not happen before the plug-in was enabled. No resize popup visible.

[Solution]

We should fix it or remove this option completely, but as workaround we should enable it by default at least.

[Note]

I noticed that it works for some windows, like a terminal window for example - but even there it just does the same like if this option would be enabled (shows the popup info instantly, instead just when a size increment happens).

Opinions ?

Removed the branch linked, because it just workarounds this problem by turning the option on by default, so the plug-in will at least work from the start, but still fail once this option gets disabled by the user.
